Tolkat makes a pony english girth, I think sizes 18 to 28".
There's a web sire with pony size stuff at
 www. ponyonly.com
You should find one there. You may be able to use
that as a short dressage girth.
 You may also find some
pony stuff if you search POA (Pony of America).

I measure an english girths from the end of the buckle to
end of buckle.
