We've never had any problems with mares we're riding not keeping their minds on their work.  They also, perhaps not coincidentally, didn't seem to have any "PMS" type problems either.  We have had mares that subsequently did start becoming obnoxious when in heat with  new owners.  So we have always thought it's a training issue.
