I don't see why there can't be a bucket right next to the water trough that 
is used for sponging....That way, people can dunk the bucket into the trough 
and get water.....then use that water to sponge the horse.  And when the 
bucket water gets too gross, it can be dumped into the bushes (or where ever) 
and the bucket can be dunked back into the trough for more clean water......
Man...I didn't realize this was such a big deal <g>
