My old horse Shatir was a complete spaz when I bought him, and I preferred to ride in a hackamore since he could eat and drink freely dudring rides, so I started him out with a mechanical hackamore.  I had no trouble controlling him with that, and when he finally settled down, I switched to a scissor bosal hackamore.  I have also used sidepulls successfully, which is another type of hackamore that puts pressure on the bones of the head without being as severe as a mechanical hackamore. All of these can be found in the various catalogues advertized on Endurance Net. I would suggest calling the 800 number of a catalogue you are interested in, or e-mailing them with your questions, and they would be glad to help you.
