rice straw

It's really hard to get people to use the rice straw for their horses here.
The local 'wisdom' is that it either makes horses fat (?!) or is too hard
for them to digest.  And when I can get my grooms to add it to the feed the
most they will give is a double handful.  Seems like a small amount to me,
but maybe it's ok?
