The truth of the matter, at least here in Idaho is they are taking areas
with designated four wheel drive roads and designating them as roadless. If
you look deeply into the proposal you will find that they have changed the
defination of what a road is. That is why the USFS now calls certain areas
roadless or unroaded.

This proposal is the camel's nose in the tent!  Next will be the exclusion
of bikes and then exclusion of horses (They carry weed seeds)

The Top of the State Unit is concerned because the sentence above seems to
imply that down the line (in phase 2 or 3), these areas might be placed off
limits to all types of recreation including horseback riding.  The problem
right now is that there simply isn't enough information to make informed
responses to the proposed rules.
