Glenda,
The Top of the State Unit is concerned because the sentence above seems to
imply that down the line (in phase 2 or 3), these areas might be placed off
limits to all types of recreation including horseback riding.  The problem
right now is that there simply isn't enough information to make informed
responses to the proposed rules.
