 I don't know if we are talking about the same thing but in the area I am in 
almost all horses have a leather neck strap as well as a halter. It just 
gives an additional hand if they lose a halter and it also has their name on 
it as well.I have never heard of one getting hurt from one.There are some 
high dollar horses running around here with them so I would say if it is 
properly fitted there is nothing to worry about. Just my thoughts! RD
