I thought so, but didn't have a copy of the rules handy to check.  From some
of the posts it sounded like that wasn't the case in some areas.  Just my
confusion, I guess!  I've been told there used to be a lot more racing in this
area, too, but it has toned down considerably!  I do really like the idea of
just placing BC, however.
