She copied the list here, but of course as a non-subscriber, I could not copy my
reply to that list (though I tried, not realizing it was a list address).

So, here is my reply to her post... I'm sure you all have read it in full.

I think it's great that you all took care of those horses. As for the Feds
acting, if the animals were not on federal land, they were not allowed to
act, so that's a moot point.

I know that some people at the State level do care about these horses. I
just wouldn't discount the strength of the cattle industry at the State
level.

And as for the BLM sitting at desks in Washington, it's the wranglers out
on the job in the HMAs on a daily basis who care the most about the horses
and burros. Besides that, I have noticed that several high up WHB BLM
officials have attended adoptions and workshops, so they do not sit at
desks all day.

It's not right to say that it's either the Feds or they'll all be shot, but
by golly, I can't see that it is time to turn them over to any State
period. If a State comes up with a LONG range and humane plan at least as
good as the BLM's current plan, then it might be something they could do IN
COOPERATION with the BLM, and under its supervision.

The fact is, the Act of 1971 put the power of controlling these animals in
the federal government's hands, as the federal government represents all
the people, and the reason for the Act was that these horses and burros are
a heritage for all of America, not just the individual States where they
reside... they used to be much more widespread...

Meanwhile, I hope all States deal as well with this kind of emergency as
yours did.
