Rule addition?

O.K. just looking at my AERC survey.  They want to know any rules that I
think need altered.  I have one I want to throw out at ya'll.

ANY HORSE WHO STANDS FOR BC SHOULD BE "FIT TO CONTINUE" AT THE ONE HOUR
EXAM OR HE WILL NOT BE JUDGED FOR BC.  

I don't think there's any excuse for a dead lame horse to get a high BC
score, no matter how fast it went or how much weight it carried.  Am I
wrong?
