Hi Kandhy:
    Is it possible to get a copy of the proposal that CA F&G has that states
the project on the 20% grade impacts?
    A interesting point might be made about other forms of motorized and
non-motorized use on the same trails  will they also be excluded? As in
action and not being consistently enforced with all user groups. A
mitigation that may be offered for the potential loss of any trail as a
result of this F&G significant impact, would be for F&G to install a
alternate trail at a grade acceptable to them. If they will have to obtain
easement or additional lands so be it.
In short if someone or agency wish's or does cause a "Significant Impact"
i/e loss of trails then the CA Environmental Quality Act (CEQA) states that
the action being proposed must be mitigated and have a legally enforceable
implementation plan that will guarantee that the mitigation ( The New
Trail/s are built prior to the closing of any existing trail/s). This should
be a part of a CEQA document that is Noticed and circulated prior to a
public hearing at which the Public has the opportunity to provide written
comments on the Initial Study which F&G must do as apart of (CEQA).
Beware agencies have been know to attempt to make significant changes such
as the one you describe, with out due process. The public must be ever
vigilant.
