I've seen this as well and there is not question that horse and rider should
not be out on the trail with other horses, rather with a trainer that can
teach them both some control.  We've all seen out of control riders with out
of control horses, I personally think they should be disqualified and sent
home, but I didn't think that was what we were talking about.
