No, you're not, it's a good question.  Very briefly (I hope) beet pulp is
not high in either fats or sugars (at least not simple sugars).  Beet pulp
is high in what's called soluble fiber; which means that it must be digested
through microbial fermentation in the cecum and colon as other forages are.
The difference is that most other forages are high in INsoluble fibers,
which are not as readily digested and available as soluble fibers are.  So
the primary difference is just in how hard the horse has to work to derive
nutrition from it.  In both cases, the by-products of fermentation are
volatile fatty acids, which is a type of fat (though molecularly somewhat
different from the fat you would supply as corn oil)---which is very well
absorbed and utilized by the horse (and other herbivores).

but could some one fill me in on the facts? I have a picky eater { Arabian
stallion} that would rather eat his hay than grain! and a friend of mine
needs wieght on his horse too.. seriously considering beet pulp! Never heard
of it being fed...would love to hear more about it..
