We've had similar trouble on Swanton Pacific 100, as it passes through a big 
portion of Big Basin State Park.  One year I decided to try a new approach:  
I post signs at the major trail access points - "Ribbons and signs reflect 
park approved trail markings. Please do not remove or disturb."  This seems 
to have helped.  I really believe that hikers suspect an impending tree 
harvest or subdivision, so I thought a little reassuring information was in 
order.  It works!
