Teddy, you are one of the only people who has expressed what I have come to 
believe: that the best way to prevent "scratches" is to clip the fetlock 
hair. I also clip the pastern hair, as close as I can, then smear Desitin or 
White's A&D ointment on the skin - BEFORE exposure to the elements.  The 
particular times we've had trouble were all on the desert.  It seems that 
alkali and sweat are a pretty bad combination.  Prevention helped for us, 
rather than cure.  And even then, the skin had a tendency to crack, just not 
as badly as if we had done nothing.
