Mary,

My mare got just the reaction you describe --- my theory is that she is 
allergic to the tick bites, so prevention is the key.  I found that dusting 
her legs, chest, belly, stifle area, mane & tail with seven powder after 
riding her controlled the ticks.  Skin so soft also works nicely in the mane 
& tail.
