Bob, I can understand your frustration as a member of the
Rules Committee at the prevalence of all of the "urban
legend" rules.  However, it has been established that ride
managers can add any rules they wish.  It is quite possible
that this was a ride manager's rule and that the ride
management just didn't make it clear either verbally or in
print which rules were "AERC" and which were purely local
to their ride.
