Because the little nicks aren't deep enough or don't interrupt enough
circulation to elicit a granulation reaction.

They most certainly do, if they have deep wounds below the hock or knee.
Some feral horses have really nasty-looking old injuries that never got
attention. But if wounded severely, they also frequently die because they
are easy prey for predators, and in severe weather conditions (either heat or
cold) are limited in their ability to forage and find water, which also makes
them more apt to not survive.
