Well, If I'm carrying a crop because my stallion (or his aggressive little 
filly) might hurt your horse if you go blasting past without warning me, 
your horse BETTER be paying attention. The crop position is to tell MY horse 
to behave. A polite call for the trail (and giving the other rider time to 
move) generally works quite well everywhere I've ridden.
