You are right.  I called up my veterinarian and ask the question
again and was told that it was not a tranquilizer or sedative
mixed in with the vaccine, but rather a reaction to the tissue
embryo used to culture the vaccine that can cause a temporarily
depressed heart rate.  My apologies.
