seemed to be based on rumors and thoughts. Where are the horses that had a
bute or MSM 5 days before a ride and the owner got banned

The issue at hand is being missed. We
are not looking at horses who were being banned for infractions.
Instead, we have new members (and some not so new members) who don't
understand time frames before they can compete after drugs have been
administered. Days? Weeks? Months? These are from
folks who truly want to comply with the rules.
We also have the issue of riders (new &
old alike) not recognizing "natural" substances that contain drugs
that are banned. They need education!
