I don't think so.  Calculate for yourself.  What we figured out after the 
ride, was that if you weight taped the horse and weighted the rider/tack, you 
can come up with a decimal figure: ie:  my rider/horse, 550lb horse with a 
138 lb rider/tack = .25 or 25%.  Use the current time penalty and vet scores 
but use the ratio as the weight factor instead of a point penalty.  We also 
used Claude Brewer, a HW and a guess of his horse's weight, it worked out to 
.235 or 23.5%.  So heavier people on heavier horses would be fine, the one it 
would penalize is the lightweight riders on large horses.  It would benefit 
heavy riders on light horses.  Or, as so many have said, just get rid of 
weight factors all together.  BTW, if you can imagine, this pony looked (and 
was) ready to go into an in-hand class at a breed show during his BC judging, 
he placed 5th out of 7 showing for BC, he couldn't have looked or moved 
better than he did.
