Actually, I think the person posting was pointing out the fact that she 
buys an entry to a ride which is supposed to include a meal and is often 
not getting it.
Which happens quite often.
I think a lot of riders don't want to pre-purchase meal tickets, then they 
show up at the ride and purchase them there.  That means that there isn't 
enough food and often it is the riders that finish more slowly that often 
end up without their meal.
Obviously there is no easy answer.  I've paid for meal tickets (extra) and 
by the time my husband and I went to eat, there was no food.  I don't ask 
for a refund...that is just how it goes.  So we go back to the trailer and 
fix ourselves something.  So now I generally do not buy extra meal tickets 
and always bring enough food along on the trip.  If I do get a meal at a 
ride I often give it to my husband.  They always seem to serve food that I 
don't eat, so this is fine with me.
