Gosh, I'd give her a try.  Just find a good trainer to help you sort her out.  Sounds like she's been poorly handled and needs a "tune up".  I particularly like "clicker training" and you can probably find a lot about this on the 'net or on the natural horsemanship lists.

 

Get a vet to look her over.  Just remember your helmet and stay safe.
