At the rides I have run I have been pretty lucky with P&R staff.  They are
either experienced distance riders, vet students from UF or in some cases
nurses.  I would trust any of these people to be able to make a judgment of a
possible problem and to note it on the ride card for the vet to see and they
are instructed to do so.

IMHO the P&R staff is part of the vet check team and they have a
responsibility to help out when they notice something that might be the onset
of a problem.
