I really don't think there are specific rules against nerved horses.  I can
remember the big debate a few years back but don't think anything was every
done about it.  Fritz was a one  eyed horse who did Tevis a few times.  I
think there is one blind horse competing.  I never thought about a deaf
one.....MB
