The five-year-old minimum is in the Bylaws because it is a fundamental
principle of the sport.  As the Bylaws are, by design, difficult to
amend, it was put there to protect that minimum and assert its
importance.

Additional rules regarding age do not need to go in the Bylaws -- as
long as they are not in conflict with the bylaws, as a higher minimum
age for longer rides would not be.  Although no one has yet
demonstrated a need for a six-year-old age rule for 100's anyway.

Amending the Bylaws must be approached with caution and reserve, and
only done when there is good consensus on the need for doing so.
Other than some changes that apparently are needed for legal/tax
reasons, I've seen no real case made for *any* bylaws changes.
