yes -- can use ice anytime --to cool  ie ice water  or to soak legs..
believe you can use alcohol mixed with ice too.. but dont think many are
doing that..
ice boots sure hekps to cool down the legs and blood .. keeps the adema
down after the race.. if i have a a crew or all vc loops.. i always have
the boots in place  use them for about 15 min per check..
