Actually, that kind of stuff happens in the military.  There are certain #
of months required before eligible for the next rank.  Then they will
change it from 2 yrs to 18 months and it really causes hard feelings for
those that had just been promoted after 2 yrs and then those that were
promoted after only 18 months.  One's ranking is by date of rank, not how
long you have been in.
