Start out on the flat by walking beside his hip and rub his rump and the
dock of his tail.  Do this until he is comfortable with it.  Try to avoid
his flank area.  Next in the same place put your hand on his tail and apply
a little outward pressure, i.e., pull a little.  Do this for a while
pulling a little more.  

When he is comfortable with that work your way behind him holding his tail.
 Then add the hill.

It is pretty easy and most horses catch on quickly.  Horses that routinely
have their tails pulled in a stretching routine catch on instantly.
