Proposition 6 (Calif.)



    There seems to be a bit of confusion about this.  Prop. 6 does not
seek to change the classification of horses at all.  It deals ONLY with
prohibiting the slaughter of horses for human consumption in Calif. and
forbidding the import/export of horses for that reason;  prohibiting the
sale of horsemeat for human consumption; and prohibiting public eating
places from offering horsemeat for human consumption.   The first
situation does not exist in Calif. at this time anyway, and no data at
all exist on the 2nd and 3rd situations.  
     The exact text of the proposed law is on page 97 of the Ballot
Pamphlet that is mailed to every voting household in California.    
Please,  Calif. voters, please read it!
    On pages 24 through 27 of this same pamphlet  are the  "Arguments"
about Prop. 6. This is probably where the confusion about reclassifying
horses as "pets" crept in, as the language -- both pro and con -- is
quite florid and imaginative in places.  
    Again:  there is NOT ONE WORD in the measure that ensures humane
treatment of slaughter-bound horses nor a humane and quick ending.   NOT
ONE WORD to increase the penalties for horse theft, NOTHING to tighten
the inspections of high-volume horse sales and auctions.  ONLY a lot of
high-sounding phrases.   This is a MISDIRECTED effort and a WASTED ballot
measure.   No wonder people don't take horse lovers seriously.    Connie
