For cool-to-cold (by my standards :)) weather, I really love my Polartec
fleece pullover.  It does not absorb water, and keeps you really warm even
when you pull it on over wet clothes.   I just made a pair of overtights
to match, so I can keep my legs warm & dry this year.  I can't say whether
it's enough protection in really heavy rain in really cold weather,
though.
