Jacqueline,

I bought my halter/bridle combo from Sportack a few years ago and love
it. Their combo hangs the bit hangers from two D rings at the top of the
cheek straps and then they thread through the hardware on the noseband
so thay center the bit in the mouth. This works very well.

The idea about cat collars might just work if you could keep the buckle
on the outside and then thread it through the noseband hardware to
center it again.
