Now in order to get the treatment vet on the grounds ride management must
pay a fee to the vet for their time. If a rider's horse has to be treated
it is with the rider's consent and the rider assumes charges for same
treatment. I would not expect to pay a "farm call fee" as the vet has
already been paid by management to be on the grounds.
Personally only had to do this once (knock on wood) and the outcome was
satisfactory for all parties involved under the circumstances cited above.

Same goes with farriers- Management should expect to pay a fee to have them
available all day (or part of the day) and any shoeing done is at the
riders expense. Been there and done that too...
Now having said that I do know of ride managers that do NOT offer any
compensation for the Farrier or Vet and as a result don't have these
services available or minimally so (the vet/farrier is on call). Meets
requirements (in some cases) but can make for a miserable day when things
go wrong.
