You ask if the use of mobile telephones for communications between rider
and crew are forbidden at international rides.

Assuming that your reference to "internationaL" means the event is to be
conducted under FEI rules, the answer to your question is yes, such
communications are forbidden.

However, your crew can use mobil phones to monitor the ride and update
you at approved crewing locations (ie, P-Stops and Vet Checks).

We used both cell phones and FM radios in this manner at the 1994 WEG in
Holland. The reception was excellent around Katwijk and De Hague.
