I've recently starting putting Lakota in one of those cotton-crochet
doily-type headpieces for flies. It looks utterly ridiculous and
embarrasses me to tears, but I have to admit it really works. I spray
the headpiece with Deep Woods Off! right before I put it on him and off
we go. No more head-tossing! The Off! has a stronger scent than regular
fly-spray and repels better, I think. The first couple of times
I used it, he still tossed his head, but only when the flies were buzzing
around, not when they were stationary. I realized it was the "sound" of
the flies making him continue to toss his head, not the "feel" of flies on
his skin. After a few days he got the hang of it himself and quit tossing.
