This has been done in the southeast region for years - in fact the SERA
rule is a pulse of 60 before you have crossed the finish line. It still
doesn't stop all the racing. A lot of people will race in and then take 20
minutes to cool their horses. At that point the potential damage has
already been done.

I don't know the answers. It is not all the riders that race LD - it is
not even a large majority of the riders. There seems to be a small number
spoiling it for all.
