Yes. Jumpers (and hunters, for that matter), unless competing at FEI
level, are under the AHSA's "therapeutic substances" rule, which allows the
use of certain medications, including low levels of phenylbutazone or
flunixin megulamine, and methocarbamol, among others.
Endurance riding is essentially a "no foreign substances" category,
even though it is not under the jurisdiction of AHSA.
