on the what is "tack" question - my understanding is the following.

1. it includes everything you carry on your body, helmet, fannypack,
etc. this is weight your horse carries just like the saddle.

2. water is a little trickier. if you carry water for the express
purpose of reaching a minimum weight - 165 lbs for a fei ride -
i am told that it has to be in sealed containers. not for use during a
ride.

3. in the ct region - we only weigh the top ten riders - and
thats only if they show for BC. you don't weigh if not showing.
this is after the ride is over.

4. water that you drink? not sure on this. no one has ever
said here. for the 1 lb in a normal container - it is not a lot.
but if you had
one of those containers on your back - that could be significant.

anyone know about this? the rules do not say anything explicit.

5. all tack is included. saddle, breastplate, crupper, bridle...
i believe that if you do not use an item the whole ride - it should
not be counted at the end. this is not stated in the rules.
