We are concerned...these discussions are leading right into it. We will ALL
be VERY MUCH more concerned when drug testing is increased. I, for one, see
very little of it now, hence don't worry about it much.

BUT, I agreee, a bad rule is one that is not clearly defined. Another point,
written as it is, a rider whose horse tests positive would have a VERY good
chance in a court of law becasue the rule is so badly written. It behooves
AERC to correct this, bring the rule into modern times and write it so there
are no "grey areas".
