Coat the tick with mineral oil and pull gently until it lets go.

Yes, a horse at my mothers was run through a fence by a mountain lion.
She witnessed the attack. Betweent eh cat injuries and the fence injuries
the horse was put down. This particular lion had already killed several
other animals including some cattle and several sheep. At last report the
state game warden was tracking it and planned to kill it. Normally they's
try to relocate it but after a cat has learned that livestock is an easy
meal relocation is rarely successful.
