The vinegar I use is distilled white vinegar.  I have never had any 
problems with it, but it is acidic and could easily burn the skin, 
especially if the animal is raw.  I did use it on only a small area at 
first to see if would burn them, but they didn't have any problems.  I 
know many people who use it as a natural insect repellant without any 
problems.  Every animal is different and anything is possible.  If you 
decide to try it I agree that a test on a small area first is wise.  Also 
I do recommend white distilled vinegar.  The apple cider vinegar has a 
lot of impurities in it.
