    Is is possible that this horse has never been ridden?  His nice temperment
    and good manners could come from being a pet for 6 years.  What you describe
    is pretty much how an untrained horse feels the first time you ride him
    until he is trained to know what the aids are.  I'd start from ground zero,
    assume he has had absolutely no training and go from there.  I've found
    Clinton Anderson's methods to work amazingly well and used them to train my
    4-year old.  You have a fairly young horse and no history -- you may have
    been the first person on his back.  It sounds like he hasn't a clue.  Start
    with ground work to teach him the aids.  Good luck -- he sounds like a nice
