If you have a metal tank the cast aluminum bottom heaters work great and
have a very long life.  They are spendy, but last long enough to be worth
it.  You do have to build a cover for the cord to protect that.

I covered the outside of my tank with foam insulation, the foam with
plywood, 2/3 of the top with foam and plywook, and divided the open area
from the covered area with a plywood partition that goes within 4 inches of
the bottom.

I also stapled a scrap of carpet to the partition to allow any cats that
fall in to scramble out.  This rig works great.
