Tread very carefully here. Dialogue and
mediation
to educate hunters can help, but remember
that
hunters are politically powerful where horse
groups
are not. If the horsemen make too much of a
fuss
about hunters being dangerous to horses on
public
lands, the decision maker's
simplest solution is to
just ban horses. Presto! Problem solved! It
sure
isn't going to be the hunters
whose activities are
restricted.
