On some horses it is very difficult to get a HRM to function properly. It depends on a lot of factors but they don't always work. Even the hand helds don't always work. I've worked more P&R boxes than I'd like to admit and normally use my hand held. But every once in awhile you find a horse that they just won't work on. I normally have a stethoscope around my neck in those cases.

Some times taking it by hand is the only way. This can be done by taking the pulse under the jaw, or between the eye and ear or a stethoscope.

So it is a very good idea to learn the places to take the pulse and to get a stethoscope and play around with it until you learn how to use it if you want. While it might be nice to have an expensive stethoscope for a horse a 10 dollar verson works fine.

I've used HRM and think they are wonderful as a means to "check in" on the number of beats per minute, the effect of terrain and speed on the number of beats, etc.  But there is more to the heart rate of an endurance athlete than a number.
The quality of valvular competence and the rhythm/regularity of the heartbeat are so integral that I believe every endurance rider should invest in a quality stethoscope that enables them to become familiar with their horse's particular cardiac cycle at rest, at work and when stressed.
I think riders should be familiar with any tool out there that will help them help their horses stay healthy and enjoy the sport.
A quality stethoscope, properly used, is such a tool.
