I think that the main problem with newbies having heartrate monitors is that 
too many people use the thing as if it were a tachometer.  It's NOT.  
I have a new prospect and I'm not riding him with a heartrate monitor yet.  I 
know at this point that his legs are more in need of conditioning than his 
cardiovascular system is.  I believe that if I ride him hard enough at this 
point to really stress his cardiovascular system, I run the risk of damaging 
his tendons and bones, particularly since we're mainly riding on the roads.  
We're truly doing long, slow distance to develop his bones and legs.
