The EPA is now getting involved in such things as filter strips beside creek beds under the Clean Water Act. Springs feed creeks which feed stream which feed rivers which feed resivors that are used for water consumption.

Non point source pollution is currently a problem the EPA is attacking. Some of the enforcement they are required the states to pick up. This effort will impact us in the future. The EPA has the authority under the Clean Water Act to control non point source pollution.

Yes if we horsemen show up at the table with the only argument being - " you can't do it because of too much Government intrusion," you will be laughed out of the room. We need to know the laws, how they are being applied and what "science" they are using to make their arguments otherwise we will be totally ineffective.

Anyway, I thought I'd point out that this discussion started
with a piece of legislation submitted to alter the federal
Endangered Species Act.  Regulations that have to do
with 25 foot filter strips beside creeks are the result of
state wetlands protection legislation, which is an entirely
    different topic.
