This type of legislation in not made so folks can "enjoy their public lands" 
it is made so lands can be developed.  Developement takes lands out of 
use--by destroying trails and trail heads, blocking trail heads and other 
access to public lands.

While laws can be changed and "enviromentalists" can be negioitiated with, 
you can't negotiate with a gated community, a house built on the trailhead, 
a golf course or a Walmart.  They are here to stay.   Be carefull what you 
wish for.
